Measures of state support for increasing labor productivity: synchronization of state goals, interests and business opportunities

Abstract

This article discusses the possibilities of synchronizing the goals of state support for improving labor productivity with the real interests of business in solving the problems of effective use of human resources. Human capital is the main driver of the development of the national economy; therefore, the creation of conditions for its rational use is a priority at the state level. The relevance of the study is due to the presence of a barrier environment between operators providing government support measures and business goal setting. The set of options interesting to companies often does not correspond to the «packaged» tools and algorithms, which reduces loyalty to the Labor Productivity project. The search for a solution consists in creating an ergonomic digital service (or adapting an existing one) with the function of modeling an individual package of government support measures for business targets. The first stage of the study devoted to the analysis of measures and tools from the state and monitoring the needs of companies in the field of improving the efficiency of the use of human resources and competitive advantages, identified areas for synchronizing the support option with the expectations of stakeholders. The study uses strategic analysis tools, among which the most informative are mental maps, which allow us to design a step-by-step algorithm for forming a package of support measures reflecting the specifics of the type of professional activity, priorities of strategic development, scale and location of the company.
